Political metaphor waits to happen: Seal pups on a surfboard

Our new challenge in political metaphors come straight out of Puget Sound (h/t Sarah Goodyear.) Hit the comments with your interpretations, please.

For the previous edition, “Bailey the beagle plays dead,” I’m going with this from @icowrich: “My guess would be that it is a metaphor for the GOP pretending they can’t reach a consensus on budget cuts and/or new revenues, thus ‘proving’ that government doesn’t work.” (@microgeek, you get an honorable mention and you probably deserve more.)
